The 26-year-old is the Al-Hilal's fourth signing this summer after Senegal defender Kalidou Koulibaly, Serbia midfielder Sergej Milinkovic-Savic and Portuguese midfielder Ruben Neves.
The player was about to join AS Roma in Italy but a last minute offer from Barcelona changed his direction to Spain.
He did not take a flight scheduled for Rome on Monday evening, having been due for a medical in the Italian capital.
Financial terms of the deal were not disclosed, but Italian media said Roma will pay around 37 million euros ($43.29 million) for the 21-year-old.
