CAIRO – 22 February 2021: The Parliament is expected to discuss in its next plenary session a draft law submitted by the government to regulate blood operations and plasma collection.

 

A report mentioned the reasons behind the government’s submission of the bill, saying that the existing law No. 178 of 1960 that regulates blood storage and collection needs to be developed as it lacked coordination system or linkage between concerned bodies providing blood.

 

The report further said that the existing law lacks deterrence in penalties stipulated in the case of fraud or trafficking in blood.

 

The new draft law stipulates a punishment of a fine not less than 100,000 EGP, and not exceeding 1 million EGP shall be imposed on whoever commits any of the following acts: (running unlicensed blood plasma collection center or blood plasma manufacture factory; or importing blood plasma from a medically-unfit donor in violation with the provisions of this law and its regulations.

 

The court may confiscate the devices and tools that were used in the blood plasma-related unlicensed operations.
