Winaldum opened the scoring in the 14th minute. Mbwana Samata equalized for Genk in the 41st minute with a powerful header.
In the 53rd minute Salah sent a cross to Alex Oxlade Chamberlain, who fired in the net to snatch all three points for Liverpool.
Liverpool took advantage of Napoli, who were held to a 1-1 draw at the San Paolo stadium with Red Bull Salzburg, to lead the group with nine points.
Napoli are second with eight points, followed by Austrian Salzburg third with four points. Genk is fourth on one point.
Liverpool are preaparing for playing the FIFA Club World Cup this month.
