Egypt launches high-level committee to restructure state administrative apparatus, boost government efficiency

CAIRO - 13 May 2026: Egypt has launched a high-level committee tasked with reviewing and developing the performance of the state administrative apparatus and its various entities, during its first meeting held on Sunday evening.

The meeting was chaired by Hussein Issa, Deputy Prime Minister for Economic Affairs, and attended by Ahmed Rostom, Minister of Planning and Economic DevelopmentHatem Nabil, Head of the Central Agency for Organization and Administration, and Yasser Sobhi, Deputy Minister of Finance for Fiscal Policies, alongside senior officials from the Ministry of Planning, the Ministry of Finance, and the Central Agency for Organization and Administration.

At the start of the meeting, Issa said the government is currently working on three key reform tracks aimed at maximizing the use of available resources. These include improving the administrative performance of government institutions, restructuring economic authorities, and reforming public sector companies, in line with the state’s broader push for governance, efficiency, and financial discipline.

He noted that the committee, formed under a Cabinet decision, has been assigned to conduct a comprehensive review of the structure of the state administrative system, assess the necessity of merging or dissolving certain entities, and evaluate whether they are effectively fulfilling their mandates, in addition to identifying overlaps in responsibilities across different bodies.

Issa added that the committee will also conduct detailed financial and economic assessments of government entities, and prepare integrated proposals covering administrative and operational reforms. It will also review proposals submitted by ministries regarding the establishment, merger, or dissolution of entities before submitting recommendations to the Cabinet.

Cabinet spokesperson Mohamed El-Homsani said the meeting discussed a number of proposals related to restructuring selected administrative bodies as part of ongoing efforts to enhance government performance and efficiency.

He added that a technical secretariat is being formed to review proposals from both technical and financial perspectives before presenting them to the committee. Approved recommendations will then be submitted to the Cabinet for final approval and implementation.
