CAIRO – 7 July 2017: Countries boycotting Qatar, including Egypt, Saudi Arabia, Bahrain and the United Arab Emirates (UAE), are alleged to prepare a file to submit to the United Nations Security Council (UNSC) containing all crimes of Qatar, Iran and Turkey in the Middle East, a source told Egypt Today on Thursday.

“Legal and international cooperation bodies in the four countries are working on the file, where they gathered all Qatar’s and its partners’ crimes in the Middle East,” the source said, adding that accusations include embracing terrorist groups and funding their operations and training and transferring them across the region, which is prohibited by international law.

The file will be submitted to the UNSC in case the four countries agree on escalating their stance against Qatar.

The attitude of the four countries stems from Article 33 of the UN Charter, which states that “any dispute that is likely to endanger the maintenance of international peace and security should first be addressed through negotiation, mediation or other peaceful means, and states that the Council can call on the parties to use such means to settle their dispute. The Repertoire has covered communications from States addressed to the Security Council highlighting prior attempts to resolve situations, discussions relating to the parties responsibilities to resolve their conflicts and other related material.”

“Since Qatar has rejected the negotiations and mediation attempts, they have no option but resorting to the international community,” the source added.

Qatar has responded to the 13-demand list set by the four countries with rejection on Wednesday, where foreign ministers of the boycotting countries announced that they will respond soon to Qatar’s stance.

Egypt, along with Bahrain, Saudi Arabia, the United Arab Emirates, Yemen, Libya’s eastern-based government and the Maldives severed diplomatic ties with Doha on June 5 over accusations of Qatar backing terrorist groups.
