The Germany international was without a club after his contract with Dortmund ended in July. Details of the transfer were not revealed but Italian media reported the 35-year-old has signed a season-long deal for 2.5 million euros ($2.8 million).
Borussia Dortmund defender Hummels, a 2014 World Cup winner, returns to the squad for the first time since he played 90 minutes in Germany's last 16 defeat by England at the European Championship in 2021.
Eight of his 23-man squad are still eligible for national youth teams, including 19-year-old Kai Havertz, Loew said.
Germany coach Joachim Loew is not planning to call up world champions Jerome Boateng, Mats Hummels and Thomas Mueller any longer, saying the team needs to look to the future.
