Essam Refaat Khalaf, the legal advisor of the Minister of Culture, submitted a complaint to the Egyptian Public Prosecutor against Netflix platform because its latest production “ Queen Cleopatra” documentary housed several violations.

This is considered the first legal action from the side of the Egyptian government after the documentary's stance has prompted a backlash in Egypt, with political and academic authorities asserting that Cleopatra was 'light-skinned, not black' and assuring that the series was promoting Afrocentric thinking by distorting and erasing the Egyptian identity.

Refaat accused Netflix of producing a historical documentary without obtaining the needed approvals from the Ministry of Antiquities and the Ministry of Culture pertaining to the embodiment of a historical Egyptian figure like Queen Cleopatra , in addition to not getting the license to shoot a documentary that contains the biography of historical queen who belongs to the whole world not just Egypt and Egypt in return has the right to preserve the biography of this historical queen for the world, not just for Egypt.
