CAIRO – 1 December 2024: Egypt’s Prime Minister Mostafa Madbouly met today with representatives from an Egyptian-French alliance comprising Hassan Allam Group and Groupe ADP (Aéroports de Paris) to review a proposal for the management and operation of airports as part of the government’s privatization program.
Prime Minister Madbouly welcomed Groupe ADP officials, highlighting the company’s global expertise in airport management and operations. He expressed optimism about collaborating with the French group, noting the government’s focus on offering airport management opportunities to the private sector as part of its privatization program, implemented in cooperation with the International Finance Corporation (IFC).
“I look forward to seeing Groupe ADP among the companies competing in the upcoming rounds of the Egyptian airports privatization program,” Madbouly said, emphasizing the significance of the initiative in improving airport efficiency and services.
Attendees included Captain Sameh El-Hefny, Minister of Civil Aviation; Engineer Hassan Allam, CEO of Hassan Allam Holding; Engineer Ayman Arab, Chairman of the Egyptian Airports and Air Navigation Holding Company; Major General Wael Al-Nashar, Chairman of the Egyptian Airports Company; and Xavier Hürstel, Deputy CEO of Groupe ADP.
Civil Aviation Minister Sameh El-Hefny underscored Groupe ADP’s role as a key international player in airport management and noted its previous collaboration with the Egyptian government.
“We are open to exploring various forms of partnership with the French group, particularly as the government accelerates its efforts to finalize the airport privatization plan in collaboration with the IFC,” El-Hefny stated.
The Minister welcomed a request from the Egyptian-French alliance to hold workshops with Civil Aviation Ministry officials to discuss the airport privatization plan in greater detail. He emphasized that these sessions would provide both parties with an opportunity to share perspectives and refine potential partnership models.
Hassan Allam, CEO of Hassan Allam Holding, affirmed the alliance’s interest in partnering with the government to achieve its goals of expanding airport capacity and streamlining passenger and cargo operations.
Xavier Hürstel, Deputy CEO of Groupe ADP, described the group as a global leader in airport management, with partnerships at 26 airports across 18 countries and handling 336.5 million passengers in 2023. He highlighted Groupe ADP’s history of operating Egyptian airports in the early 2000s and expressed the group’s commitment to long-term collaborations with governments and aviation operators worldwide.
Hürstel emphasized Groupe ADP’s plans to modernize airports in line with global standards, aiming to improve passenger satisfaction, enhance services for airlines and cargo operators, and boost airport revenues. “We intend to work on modernizing airports to meet global standards, improve service quality for travelers, and support airlines and cargo operators while increasing airport revenues,” he said. The meeting marks a significant step in Egypt’s drive to attract private sector participation in airport operations, aligning with the government’s broader goals of enhancing infrastructure, increasing efficiency, and driving economic growth.
