Helmy was addressing members of the House of Representatives' budget and planning committee to brief them on the latest progress in implementation the ministry's program and performance-based plans and budgets.
 

He noted the national sustainable development strategy (Egypt Vision 2030) included a program aimed at turning from a line item-budgeting approach to a program and performance-based approach, which is more effective in evaluating the return on investments in budget inputs and how they serve sustainable development goals.
