United Nations announces 24 candidates for Libya's Presidency Council, 21 for PM's position

CAIRO - 31 January 2020: The United Nations Support Mission in Libya (UNSMIL) revealed Saturday the list of candidates for the Presidency Council and Prime Minister positions. The list was announced following the closing of the one-week period on 28 January for the submission of nominations for the executive authority positions.
 
 
The candidates pledged not to put themselves forward for elections at the end of the preparatory period and signed a legally-binding affidavit confirming their conformity to the existing Libyan nationality law.
 
 
With regard to candidates drawn from the military or judiciary authorities, the verification committee stipulated that their candidacies should conform with existing Libyan laws and regulations.
 
 
The mission expressed its deep appreciation for the efforts of the three-member audit committee from the Libyan Political Dialogue Forum to consider the candidates' applications to ensure that it comply with the nomination criteria that the forum in Tunis agreed upon by consensus.
 
 
UNSMIL will convene the full Libyan Political Dialogue Forum in Switzerland from 1 to 5 February for the voting process for the new temporary unified executive.
 
 
Candidates for the Presidency Council are Idriss Suleiman Ahmed Al-Qaed, Osama Juwaili, Asaad Mohsen Zhaiou, Khaled Al-Saeeh, Khaled Ammar Al-Mishri, Salama Ibrahim Al-Ghweil, Suleiman Asweiker Awad, Al-Sharif Al-Wafi, Salahuddin Al-Namroush, Tarek Abdallah Al-Ashtar, Abdul Rahman Mohammed Abu Al-Qassem Al-Balazi, Abdul Raheem Ali Mohammed Al-Shibani, Abdullah Hussein Al-Lafi, Abdul Majeed Ghaith Seif Al-Nasr, Agila Saleh Qwaider, Ali Abu Al-Hojob, Ali Mahmoud Bukheirallah, Omar Mahdi Aboushrida, Majida Wefti, Mohammed Al-Qammoudi Al-Hafi, Mohammed Hassan Sleiman Al-Bargathi, Mohamad Menfi, Mustafa Abdulhamid Dallaf, and Mossa Al-Koni.
 
 
The list of candidates for the prime minister position groups Amal Jarray, Ahmed Omar Ahmed Meitig, Osama Al-Sayd, Eman Kishir, Jamal Abu Bakr Omran Abughrein, Al-Hermein Mohammed Al-Hermein, Khaled, Mohammed Abdullah Ghweil, Daou Abdullah Abu Duwaiha, Atef Miloud Al-Hassia, Abdul Hamid Mohammed Dbeibeh, Abdul Rahim Mokhtar Al-Montaser, Abdul Razak Ahmad Abdul Qadir, Othman Abdul Jaleel Mohammed, Fathallah Hussein Abdul Karim Mohammed, Fathi Ali Abdul Salam Bashagha, Fadeel Al-Amin, Mohammed Al-Ansari, Mohammed Abdul Lateef Al-Montaser, Mohammed Muin Mansour Al-Kikhia, Mouftah Hamadi, and Hisham Abdullah Abu Shweikat. 
 

UNSMIL announced on Jan.19 that the members of the Libyan Political Dialogue Forum approved the new mechanism of selecting the Executive Authority proposed by the advisory committee, explaining that it obtained 73 percent of the votes, exceeding the required minimum set by the advisory committee, which is 63 percent of the votes.

 

The mission clarified in a statement that after the parties agreed on the proposal for a unified executive authority selection mechanism, which the Advisory Committee of the Libyan Political Dialogue Forum reached in Geneva on January 16, the United Nations Support Mission in Libya held a one-day vote, where forum members were asked to vote on the proposal. 

 

Seventy-two members of the Libyan Political Dialogue Forum participated in the voting process, 51 of whom voted in favor of the proposed mechanism, which represents about 73 percent of the votes cast, and 19 members voted against it. Two members abstained from voting, and two others did not participate in the process.

 

The mission commended the members of the Libyan Political Dialogue Forum, who participated in the voting process, for their commitment to the Libyan-Libyan dialogue facilitated by the United Nations.

 

The United Nations mission confirmed its continuous support for the constructive dialogue between the two councils, explaining that it is awaiting the results of this dialogue at the end of the sixty-day deadline per Article 4 of the Road Map, hoping that it will yield positive results that will help in moving forward to achieve stability and support the results of the Libyan Political Dialogue Forum.
