CAIRO – 2 March 2019: Anyone will lease a property to another person without notifying the police could face one-year term in prison and pay a fine of LE5,000-LE10,000, according to new amendments to the applicable 2015 Anti-Terrorism Law.
The lessor should provide the police with copies of rental contract and tenant’s ID within 72 hours after signing the contract, the amendments suggest. As for the foreign tenant, the lessor should provide a copy of the foreign renter’s passport.
The new amendments were drafted and filed to the parliament by the government last week, according to a statement from the Cabinet on Wednesday.
“To eradicate all forms of terrorism, which threaten the nation and citizens, and to stop sheltering terrorist elements, the cabinet approved a draft of new amendments to Combating Terrorism Law No. 94 of 2015 in regards to the procedure of notifying the police of any rented properties,” the statement said.
Member of Local Administration Committee at the House of Representatives Mohamed al-Husseini said that approving such amendments by the cabinet “could help uproot terrorism.”
On July 3, 2018, the Parliament’s Legislative Committee initially approved the government-drafted law to amend some provisions of laws on hotels and tourist facilities, traffic, and terror to combat terrorism.
The draft law will add Article 23 to the Law No.1 of 1973 on Hotels and Tourist Facilities. The article stipulates that whoever violates Article 16 in the law, which reads that those who manage hotel facilities shall notify the Ministry of Tourism at the beginning of each month with a registered letter, accompanied by a statement on the hotel guests, shall be punished with at least two years in prison and a fine not more than LE 5,000.
