Profile: Mohamed Erfan becomes Sisi's adviser for governance

CAIRO – 2 September 2018: President Abdel Fatah al-Sisi issued Saturday a decree appointing former head of the Administrative Control Authority, Mohamed Erfan, as an adviser for governance and information infrastructure, according to a statement issued by presidential spokesman, Bassam Rady.

Erfan was born in 1956, graduated from the Military Academy and then received a bachelor of commerce. He started working in the Administrative Control Authority in 1986 and became head of the Administrative Control Office in Luxor in 2001. Erfan also worked as a deputy head of the Administrative Control Office in Alexandria.

In 2009, Erfan served as the head of the Central Administration for Supervision of the Ministry of Finance, Taxation, Customs and Social Insurance then headed the General Secretariat Sector in 2013 and finally became chief of the Special Operations Sector.

Furthermore, Erfan increased the efficiency of the control bodies in Uganda and Oman. In Egypt, he succeeded within five months to halt 687 criminal offenses and referred 2,850 defendants to the prosecution for corruption, most prominently the head of EgyptAir and former Minister of Agriculture, Salah Helal, in the well-known "Ministry of Agriculture corruption case".

“We have confidential sources in all governments’ entities and we depend on them," he told the media during a phone in on DMC channel, explaining that investigation into corruption facts takes a long time.

In May 11, 2018, Erfan, Minister of Investment, Sahar Nasr, and some officials held a meeting with Deputy Secretary-General of the United Nations in New York, Amina Mohammed, in the presence of Permanent Representative of Egypt to the United Nations, Mohamed Idris, to intensify cooperation between the United Nations and the Administrative Control Authority to combat corruption.

Also, the leaders of the World Bank praised Egypt’s efforts to combat corruption and acclaimed the economic and social reforms, which contributed to increasing the rate of growth, injecting new investments and reducing unemployment.

In June 2017, President Sisi signed an agreement in the Ethiopian capital, Addis Ababa, to include Egypt in the African Union Convention on the Prevention and Combating of Corruption during the opening session of the 28th African Summit to cooperate with the brotherly African countries in the fight against corruption.
