Egypt’s 2018 Government Excellence Conference kicks off Tuesday

CAIRO – 3 July 2018: The two-day 2018 Government Excellence conference, first of its kind in Egypt, kicked off on Tuesday in Cairo.

The conference is the first step toward implementing the memorandum of understanding (MoU) signed between the Egyptian Ministry of Planning, Follow-up and Administrative Reform and UAE's Ministry of Cabinet Affairs and the Future in the 2018 World Summit of Governments, held in Dubai in February.

It will tackle four main themes concerning the government work: government performance and excellence, governmental capabilities, smart services and government accelerators, and successful collaborations between Egypt and the UAE, aiming at exchanging experience and knowledge to ensure an optimal governmental performance.

Bringing together officials and experts in the field from both countries, the event will expectedly last for two consecutive days.

The first day of the conference starts with a speech by Hala al-Saeed, minister of planning, follow-up and administrative reform in Egypt, on the state’s efforts to register meritorious excellence in the government‘s performance and administrative reforms.
Saeed said that the conference contributes to Egypt's vision 2030's sustainable development goals pertaining promoting transparency and efficiency of government institutions.




“For the first time, there would be an award for the individuals and organizations that showed optimal performance. This comes within the framework of our keenness to support competitiveness between institutions and individuals that will in turn contribute to the development of the administrative apparatus of the state,” Saeed added in press remarks.

Minister of Cabinet Affairs and the Future, Mohammed bin Abdullah al-Gergawi, will also deliver a speech during the conference’s first day.
Gergawi was at the helm of the UAE delegation participating in the conference and representing the UAE side.

Saeed, Khaled Abdel Ghaffar, minister of higher education and scientific research; Amr Talaat, minister of communications and information technology; and several experts and government officials will represent Egypt.

Mohamed Zairi, the executive chairman of European Centre for Best Practice Management in England, will also feature a presentation, titled "Excellence: Global Concepts and Models", followed by a session on building a culture of excellence in the public sector, which will be attended by Egypt's ministers of communications and information technology and higher education as well as the president of Smart University in the United Arab Emirates.

The first day's agenda includes presentations on the government's excellence in the UAE by Ghada Labib, deputy minister for administrative reform in the Ministry of Planning and Mariam al-Hammadi, assistant director general for government performance and excellence, in UAE's Cabinet and the Future, followed by a presentation on Dubai’s experience in excellence by Abdullah al-Busti, secretary general of the Executive Council of Dubai, and then a presentation on innovation of the state-of-the-art technology by Saeed al-Tayer, managing director and chief executive officer of Dubai Electricity and Water Authority.

Mohamed Juma al-Shamisi, CEO of Abu Dhabi Ports, will also deliver a presentation on Achieving Strategic Excellence, while Abdul Qadoos al- Obaidli, assistant commander-in-chief of quality and excellence at the Dubai Police General Command will give a presentation on exceptional leadership.

Sherif Sedki, CEO of Zewail City of Science and Technology of Egypt, will present the first experience of the University of Zewail in Egypt, and then Marwan bin Ghalaita, executive director in UAE's Real Estate Regulatory Authority, Dubai Land Department, will tackle the successful stories of excellence.

Mohamed Mahmoud al-Atribi, chairman of Banque Misr, is also slated to present the bank's experience in achieving excellence.

As for The second day of the conference, Minister of State for Happiness and Wellbeing and Director-General of the Prime Minister's Office, Ohoud bint Khalfan al-Roumi will deliver an address under the name of "Happiness and Quality of Life: The Ultimate Goal of Government Excellence".

This is followed by a joint panel discussion on the importance of the human element in business by a member of the Administrative Reform Committee in Egypt, joined by Abdul Rahman al-Awar, director general at Federal Authority for Government Human Resources (FAHR), shedding light on building human capacity.

Ron Kuffman, an international lecturer in excellence, is scheduled to present at the conference, along with Mattar al-Tayer, director general & chairman of the Board of Executive Directors of the Road and Transport Authority (RTA); Assem al-Jazzar, deputy minister of housing, utilities and urban communities in Egypt; Hani Mahmoud, the minister of state for administrative development; Chairman of the Board of Directors of Vodafone Egypt; Mohammed Bin Tulaiah, deputy director general of Government Services of the Office of the Prime Minister in the Ministry of Cabinet Affairs; Sami Ahmad Dhaen al-Qamzi, director general of the department of economic development; Huda Al Hashimi, Assistant Director-General, Strategy and Innovation, Office of the Prime Minister of the United Arab Emirate and Ashraf Abdel Hafiz, Assistant Secretary for databases of government at the Ministry of Planning and Follow-up administrative reform in Egypt and services.

The second day of the conference will include presentations by Aisha Bin Bishr, Director General of Dubai Smart Office in the UAE; Khalid Ismail, Founder and Chairman of Kayagel; Ashraf Abdulhafeez, Assistant Secretary for Database and Government Services at the Ministry of Planning, Follow-up and Administrative Reform and Saleh Abdulrahman, head of the Central Organization for Organization and Administration in Egypt.
