CAIRO - 18 July 2024: Prime Minister Mostafa Madbouly, Health Minister Khaled Abdel Ghaffar, and Sohag Governor Abdel Fattah Serag all apologized to doctor Samar Anwar on Wednesday and Thursday after a social media campaign and Medical Syndicate pressure.

On Tuesday, Serag was inspecting Maragha Central Hospital in the Upper Egyptian governorate of Sohag when he found a serious lack of quality of services offered to citizens, prompting him to fire the directors of the hospital.

He also saw a man holding his child, claiming doctor Anwar refused to check him. The doctor said she had asked the father to bring a ticket to admit the child and give him the medications needed.

Shouting at the doctor, the governor said the ticket should not stop her from administering solutions to a sick child, ordering her to check the child and be investigated. He accused her of having “no feelings or conscience.”

Soon after a video of the incident was released, Anwar wrote on Facebook “is it normal to be treated that way and be insulted? I swear to God what happened was not my fault, I even performed much more than what my duty and authority entail. Is it normal that the governor hears the relatives [of patients] and gives me no chance to say a word? How long are doctors going to be the punching bag of everyone?”

According to the governor, the employee who gives out tickets was not present, and Anwar had already checked the child and wrote down the necessary medication for him but could not admit him without a ticket or she would be violating regulations and risking serious penalties.

Governor Serag received Anwar in his office, and the minister of health will received her on Monday.

Later, Serag said his talk to Anwar was from “a father to his daughter.. our goal is one, which is to serve citizens.”
