PM Madbouly explains new government program to parliament, pledges to end power outages problem

CAIRO – 8 July 2024: Egypt’s Prime Minister Mostafa Madbouly previewed the new government program, Monday before the Parliament during a plenary session, at the Council’s headquarters in the Administrative Capital.

In his statement PM Madbouly thanked President Abdel Fattah al Sisi for renewing confidence and assigning me to form the new government, saying that it is “a responsibility that is increasingly important during this challenging time”

Madbouly then thanked the previous government for its efforts and started explaining the new government’s program.

He noted that the program is based on the National Dialogue sessions and Egypt’s Vision 2030, as it aims to complete the process that Egypt began ten years ago.

 

The Premier explained that the program is mainly based on 4 main axes, which are: ‘protecting national security and Egypt’s foreign policy, building the Egyptian citizen and enhancing their well-being, building a competitive economy that attracts investments, and finally achieving political stability and national cohesion.”

Madbouly said that the program has other aspects, which are confronting the challenges created by the Russian-Ukrainian war and regional challenges such as the war on Gaza. Therefore, “we must describe the new government as a ‘government of challenges’”

The top official also pledged before the Parliament that the government will work with all determination to end the problem of power outages by mid of the year.

He also said that the government aims will further work to reduce the price increase problem that Egyptian citizens have been suffering from.

“The new government will work to achieve national security in its comprehensive sense and continue efforts to combat terrorism”, Madbouly said

He added that the government will work to protect Egyptian water security by strengthening partnerships with the Nile Basin countries and not compromising Egypt’s shared rights

PM affirmed the new government's keenness to strengthen Egyptian culture and identity along with renewing religious dialogue. He also confirmed that they will complete the implementation of the strategic goals of the health sector and comprehensive health insurance in all governorates.

In his statement, Madbouly said that the government will work to raise the efficiency of the educational system and make education available to all, and that they aim to empower women economically, politically and socially, in addition to paying attention to their health at various stages of life

He also noted that they will aim to provide more job opportunities and reduce the unemployment rate

“We have already finished developing unsafe areas and will focus the coming period on developing unplanned areas,” The premier explained.

He said that the new government aim to achieve a growth rate of 4.2 and increase to reach to 5% during the period of the government term.

He stressed that the government program aims to eliminate the gender gap in the labor market and increase employment rates, along with making Egypt a center for green hydrogen by 2030.

“We are working to deepen local industries and localize advanced industries and seek to increase the export growth rate by 15% annually,” Madbouly affirmed in his statement, noting that the government pays great attention to agriculture programs and has witnessed remarkable developments in recent years.

Egypt’s PM said that the government will work to attract 30 million tourists by 2028 and that it aim to transform Egypt into a global center for logistics and trade and continue efforts in the field of construction work.

He stressed that the new government is keen to increase the participation of the private sector in the Egyptian economy

“Successive economic crises caused a rise in the global inflation rate, and therefore Egypt witnessed an unprecedented rise in prices,” Madbouly said. He added that the government implemented several programs, the most important of which was the availability of all commodities with the stability of their prices, which led to a relative decline in prices. “We are seeking to make more efforts to reduce prices to more than what we have achieved.”

Madbouly noted: “our program is based on several axes and objectives, the most important of which is the establishment of a democratic, civil state based on citizenship, the rule of law, and equal opportunities. We seek to build the Egyptian human being and raise the value of the citizen.

We seek to build a strong state that possesses all the components and plays an active role in its various regional and international relations,”

Madbouly also sent what he called a “message of reassurance to the people of Egypt” by saying that Egypt is capable and possesses the wealth and capabilities that make it able to complete its path. He added that all the achievements that have been made are the achievements of the Egyptian people. And that solidarity between the people and the government and social cohesion is the most important means of achieving success.

He stressed that the newly-formed government will make every effort to implement the president’s recommendations, identify citizens’ problems and work to solve them.

The Prime Minster then handed the parliament the government's program consisting of 300 papers and pledge to submit continuous reports to clarify what we have achieved within the framework of transparency.

He stressed that the government will also hold constant press conferences to strengthen relations with the Egyptian people.

Madbouly affirmed by the end of his statement the new government commitment to achieving what was pledged and announced in the program.

Speaker of Parliament Counselor Hanafi Gebali referred the government’s program to a special committee to study it and issue a report on it within 10 days and decide if the parliament will give the new government its ‘confidence’.
