Key development projects undertaken by Egypt’s caretaker government (Part I)

CAIRO – 3 June 2024: The caretaker Egyptian cabinet has issued a report highlighting the key development projects undertaken by the government, which tendered its resignation to President Abdel Fattah Sisi on Monday.

President Sisi assigned Madbouly to form a new government of ministers with distinguished competencies, experience, and capabilities.

The report focuses on both completed and ongoing projects spanning from June 2018 to June 2024.

I)            4G city projects

Fourth-generation city projects have seen the completion and planning of (38) new cities and urban areas, designed as smart cities to accommodate approximately 30 million people. The most notable projects include:

New Administrative Capital: Spread across 184,000 acres, it is intended to house 6.5 million people. Here are the key projects within the New Administrative Capital:

1.     Government District: Comprising 34 ministerial buildings, the headquarters of the Cabinet, the House of Representatives, the Senate, and the Administrative Control Authority.

2.     Sports City: Featuring an indoor hall with a capacity of 7000 people, a hall for special needs accommodating 400 people, the Culture and Technology Building, a children’s play area, a squash building, a main football field, 3 training football fields, basketball/volleyball/beach/multi-courts, a martial arts hall for 400 people, a gymnastics hall for 400 people, the main tennis court building, a social building, a swimming pool complex, 10 five-point courts, and a lake spanning an area of 11,000 square meters, along with service buildings.

The New Administrative Capital also has the Egypt International Olympic City, Egypt's Islamic Cultural Center (aka Masjid Misr or the Grand Mosque), City of Arts and Culture, Central Parks, the City of Knowledge, the Central Business District (CBD) and a hospital.

New Alamein City: Spanning an area of ​​48 thousand acres, the city is designed to accommodate 1.5 million people.

The completion of 1,080 distinct housing units has been achieved, with 840 units currently under construction. Additionally, a total of 1,320 units in the Downtown buildings have been finished, while 896 units in the second phase are in progress. A total of 6,088 housing units is underway, while 11,843 housing units are being developed in the Latin Quarter.

The Corniche, a tourist walkway, and the towers walkway have been successfully completed in the city.

Construction of 18 beach towers in the first phase is nearing completion, along with the iconic tower and 4 additional towers in the southern region (second phase), totaling 10,838 residential units.

A seawater desalination plant, capable of producing 150,000 m3/day, has been commissioned.

The heritage city is in the final stages of implementation. Meanwhile, the first phase of El Alamein International University of Science and Technology, along with the Arab Academy for Science, Technology, and Maritime Transport, are operational. The construction of the second phase of El Alamein University buildings is ongoing.

New Mansoura City: Spanning an area of ​​7,270 acres, it is designed to accommodate 800,000 people.

The completion of 10,400 units has been achieved, with 6,024 units currently under construction. Furthermore, 1,392 coastal housing units have been successfully implemented.

4,296 housing units in Egypt have been completed, while 1,464 units are currently being developed. A total of 895 villas have been constructed, with 254 villas currently under development.

Utility and road networks for the first phase have been completed. Also, several service buildings including commercial markets, 2 schools, a medical center, and 5 mosques have been completed for the first phase. The construction of a church and the police and fire building is nearing completion.

Eight colleges have commenced operations at Mansoura International University, with the remaining university buildings in the final stages of completion.

The implementation and operation of the first phase of the desalination plant, with a capacity of 40,000 m3/day, alongside the intake with a capacity of 80,000 m3/day and the conveyor line, have been successfully completed.

The first phase of the power transformer station, with a capacity of 300 MVA, has been commissioned.

Works on the eastern Corniche have been completed and are now operational. Additionally, both the central and western corniches are at 90% completion.

Salam Misr City “East New Port Said”: Spread across 22,154 acres, it is designed to accommodate 1.25 million people.

A total of 217 social housing buildings, comprising 4,340 housing units, have been successfully completed, with the units being delivered to their allocated citizens.

Service buildings for the city’s social housing area have been fully completed. Meanwhile, all facilities for the city’s social housing area have been completed, except for the sewage treatment plant, which is currently in the final stages of completion.

The first phase of the East Port Said desalination plant, boasting a capacity of 150,000 m3/day, has been completed and is operational.

The power transformer station is operational, ensuring uninterrupted power supply.

Al-Salam Technological University and East Port Said National University have been established and are operational, contributing to the educational infrastructure of the city.

II)         The Greatest Transfiguration Project

It includes 15 diverse projects (tourism - services - housing - security, police and administrative buildings)

It covers an area of ​​1,500 acres to accommodate a future population of 12,000 people, at a cost of about EGP 9 billion, in addition to EGP 2.4 billion for the electrical connection line.

Most prominent projects include mountain hotel - visitor center - peace square - tourist resort. Developing St. Catherine Airport to keep pace with the development of the city of St. Catherine and accommodate 600 passengers per hour instead of the current 80 passengers per hour, by implementing 54 various buildings and developing the flight paths and air field.

III)      Walkway of Egyptians

The first stage of the walkway is 1.8 km long from the 15th of May Bridge to the Imbaba Bridge

 The phase has been completed and opened and operated by City Edge Company.

Meanwhile, the second phase was built northward with 1.3 km long from Imbaba Bridge to the Coast Bridge. Additionally, the southern part of it was 1.9 km long from 15 May Bridge to Qasr El Nil Bridge. The work has been completed with an implementation rate of about 99%, and some minor observations are being made to finalize the initial receipt and start-up procedures.

The third stage is 1.8 km long from the Coast Bridge to Tahya Misr Bridge. The works have been completed with an implementation rate of about 98%, and initial receipt procedures are underway.

IV)       The General Authority for the Suez Canal Economic Zone

It includes Sokhna Port development project at a total cost of EGP 60 billion. The project started in 2021 and expected to end this year 2024.

The project includes the East Port Said Integrated Area Development Project at a total cost of EGP 29 billion. It started in 2019 and due to end in 2024.

V)          Ministry of Health and Population

According to the report, the Ministry of health built of 35 new hospitals, involving a total expenditure of EGP 9.75 billion, including medical equipment valued at approximately EGP 9 billion.

The National Complex for Serums and Vaccines, along with the Vaxera Factory for Vaccine Production, has been completed at a cost of EGP 581.6 million.

Completion of plasma derivatives projects for 8 initiatives has been achieved, with a total cost of EGP 314 million.

Implementation of 15 family development centers has been successfully completed, with an expenditure of EGP 484 million.

Construction of 6 strategic warehouses has been completed, with a total investment of EGP 332 million.

Additionally, the Ministry launched several key medical initiatives and programs:

·      Presidential initiative for the detection of Hepatitis C and noncommunicable diseases.

·      Presidential initiative to enhance Egyptian women’s health (100 million healthcare).

·      Presidential initiative for treating patients with spinal muscular atrophy.

·      Presidential initiative for the early detection of "anemia, obesity, and dwarfism".

·      Presidential Initiative for Early Detection and Treatment of Hearing Impairment and Loss in Newborns.

·      Presidential initiative to support maternal and fetal health.

·      Presidential initiative to monitor and treat chronic diseases and for early detection of kidney disease.

·      Presidential initiative to combat the causes of weakness and loss of vision, known as "Nour Hayat".

·      Presidential initiative to eliminate waiting lists for critical interventions.

·      The President’s initiative to treat one million Africans for Hepatitis C.

·      The President of the Republic’s initiative to follow up cases of home isolation for patients with the emerging Coronavirus.

The Ministry also launched the first phase of the new comprehensive health insurance system, which cover the governorates of Port Said, Ismailia, Suez, Aswan, Luxor and South Sinai.

VI)       Ministry of Water Resources and Irrigation

The Ministry implemented several projects including:

·      Establishing new Dairut barrages in Asuit governorate, Upper Egypt.

·      National project to rehabilitate canals

·      Implementing 4 giant emergency stations to protect against the dangers of floods

·      Protecting the coast of Alexandria - first stage

·      Protecting the El Abyad Beach area in Marsa Matrouh (second stage)

·      Protection works from the dangers of floods in the governorates of Upper Egypt - North and South Sinai

·      Development and development of Siwa Oasis
