Algiers declaration rejects all forms of interference in Arab countries' affairs, reiterates support for Palestinian cause

CAIRO – 2 November 2022:  The Algiers Declaration affirmed at the conclusion of the 31st Arab Summit rejection of foreign interference - in all its forms - in the Arab countries’ internal affairs, while adhering to the principle of finding Arab solutions to Arab problems via strengthening the Arab League’s role in preventing crises, resolving them by peaceful means, and promoting inter-Arab relations.

The declaration has stressed the centrality of the Palestinian cause for the Arab world, the importance of joint Arab action, and its sticking to the Arab Peace Initiative as a strategic solution to end the Israeli occupation.

The Algiers Declaration, issued at the conclusion of the 31st ordinary Arab summit, affirmed the centrality of the Palestinian cause and reiterated absolute support for the inalienable rights of the Palestinian people, including their right to gain their freedom, self-determination, and set up an independent state within the 1967 borders with East Jerusalem as its capital.

It stressed adherence to the 2002 Arab Peace Initiative and commitment to reach a just and comprehensive peace as a strategic option to end the Israeli occupation of all Arab lands, including the Syrian Golan, Shebaa Farms and the Lebanese Kafr Shuba.

They underlined the importance of settling the Arab-Israeli conflict in accordance with land for peace principle as well as relevant international laws and legitimacy principles.

It also called for continuing efforts to protect Jerusalem and holy sites in face of continued attempts to change its demographic features and the Arab Islamic and Christian identity.

The Declaration also called for lifting the Israeli siege on Gaza Strip, condemning the use of force by Israel against defenseless Palestinians, urging an end to all barbaric practices, including assassinations and arbitrary arrests, and demanding the release of all prisoners and detainees, especially children, women and sick and elderly people. It also lauded Arab efforts to unify the Palestinian rank.

With regard to the developments in the Arab world, the Declaration underlined the importance of strengthening joint Arab action to protect Arab national security and to contribute to solving crises facing Arab countries.

It reiterated rejection of foreign interference in internal Arab affairs, reiterating the importance of finding Arab solutions to the crises facing Arab countries through strengthening the role of Arab League.

It expressed full solidarity with the Libyan people and support for efforts aimed at ending the Libyan crisis through a Libyan-Libyan solution that preserves the unity and sovereignty of the North Africa country.

It also affirmed support of the legitimate Yemeni government and the formation of the Presidential Leadership Council in their efforts to reach a political solution to the Yemeni crisis in accordance with the approved references.

The declaration called on the Arab leaders to play more leading role as regards efforts to reach a political solution to the Syrian crisis and address all political, security, humanitarian and economic consequences in a way that guarantees Syria's unity and sovereignty and achieves the aspirations of its people.

The “Algiers Declaration” lauded the constructive proposals offered by Algerian President Abdelmadjid Tebboune to activate the role of the Arab League in preventing and resolving conflicts.

It underlined the importance of enhancing collective Arab capabilities in the field of responding to challenges facing food, health and energy security and climate changes.

With regard to relations with neighboring countries, the declaration underlined the need to build sound and balanced relations between the Arab group and the international community on the basis of respect for the rules of good neighborliness, trust, fruitful cooperation and mutual commitment to the principles enshrined in the UN Charter, especially respecting the sovereignty of states and non-interference in their internal affairs.

It stressed the need to unify efforts to combat terrorism and extremism in all its forms, dry up its sources of funding, and work to mobilize the international community, especially with regard to demands from partners not to allow their lands to be used as a haven for incitement.

It welcomed moves taken by Arab countries to curb the spread of "Islamophobia", reduce tensions and promote the values ​​of tolerance and respect for the other, and dialogue among religions, cultures and civilizations.

In this context, it welcomed the historic visit of Pope Francis to Bahrain and his participation with Grand Imam Ahmed El Tayyeb at the "Forum for Dialogue: East and West for Human Coexistence".

At the end, the declaration expressed support for Egypt in its preparations for hosting COP27 conference and expressed support for Qatar that will host the 2022 FIFA World Cup.

The 31st Arab Summit kicked off in Algeria on Tuesday with the participation of several leaders and presidents along with the UN Secretary-General António Guterres and Chairperson of the African Union Commission Moussa Faki.

The inaugural session began with a speech for the Tunisian President Kais Saied who handed over the presidency of the 31st Arab Summit to the Algerian president Abdelmadjid Tebboune.

Other speeches were given during the session that was attended by President Abdel Fattah El Sisi, including a speech by Arab League Secretary-General Ahmed Abul Gheit.

The UN Secretary-General also highlighted during his speech the importance of the upcoming COP27 summit hosted in Egypt.

He said that the awaited COP27 summit in Sharm El Sheikh represents a good opportunity for discussions between countries on the impacts of climate change

Guterres also affirmed that UN stance regarding Palestine is ‘clear’, and that he supports the two-state solution to achieve peace.

President Abdel Fatah al-Sisi headed Tuesday to Algeria to attend the 31st Arab Summit. The presidency's spokesperson pointed out that the president's participation is in the framework of strengthening ties and cooperation with neighboring Arab states, and Egypt's eagerness for brokering joint cooperation among Arab states.
