CAIRO – 1 August 2021: President Abdel Fattah El Sisi ratified new amendments to the Civil Service Law allowing “non-disciplinary dismissal” of public servants, who were proved guilty of sabotaging acts against the state.

As per the new amendments, the decision of the dismissal shall be reasoned and issued by the President or by his authorized representative. Also, the worker shall be notified of the dismissal decision, but he shall not be deprived of his pension or allowance.

Public servants, who were proved guilty of sabotaging acts against the state, shall be suspended for a period not exceeding 6 months or until the issuance of the dismissal decision, with cutting half of their wages over the period of suspension.

The law, which was passed by the Egyptian House of Representatives (the lower house of the parliament) on 12 July 2021, would be applicable against public servants who were blacklisted in terrorism-related crimes. However, in case the names of those blacklisted employees dropped from the terrorism entity list, he could reinstate his governmental position.

The law targets the outlawed Muslim Brotherhood group, whose members are blacklisted by the government in charges of terrorism and sabotage acts.

The Muslim Brotherhood is outlawed in Egypt and designated a terrorist group. Late Mohamed Morsi, who was a member of the Muslim Brotherhood Supreme Guidance Bureau, had been president for one year before his regime got toppled over mass protests on July 3, 2013.
