The ITU Council acts as the Union’s governing body in the interval between Plenipotentiary Conferences. Its role is to consider broad telecommunication policy issues to ensure that the Union's activities, policies and strategies fully respond to today's dynamic, rapidly changing telecommunications environment.
 

C21\VCC-1 will discuss the report on the implementation of ITU strategic plan and activities for 2020-2021 and the draft four-year operational plan for the General Secretariat for 2021-2024. The meeting will also look into the preparations for some flagship events, including the World Telecommunication Development Conference (WTDC-21), the World Telecommunication/ICT Policy Forum (WTPF-21), the World Telecommunication Standardization Assembly (WTSA-20), ITU Plenipotentiary Conference, the World Radiocommunication Conference (WRC-23) and the World Telecommunication and Information Society Day.
 

Moreover, the meeting will discuss the report on the outcomes of the Council Working Group on the World Summit on the Information Society and Sustainable Development Goals (CWG-WSIS&SDG) activities, and the reports of the Council Working Group on Child Online Protection (WG-CP) and the Council Working Group on Languages. The Digital Transformation Initiative (DT-I) and the draft ITU Accessibility Policy for persons with disabilities (PwDs) are also among the topics of discussion.
