The amendments aim to enforce stricter punishment against those who plunder public funds or attack civil servants such as police personnel, court clerks, teaching staffers and employees of public health facilities. 

The amendments stipulated that whoever insults, with gestures, words, or threats, a public official, a law enforcement officer, or a person entrusted with a public service while performing his job, shall be punished with imprisonment for a period of no less than one year and not more than two years, and a fine of not less than 20,000 pounds, and not exceeding 50,000 pounds, or one of these two penalties.
