CAIRO – 28 May 2023: Minister of Social Solidarity Nevine al-Qabbaj met Saturday with a JICA delegation to exchange views on the outcomes of the second phase of a joint programme concerned with the improvement of the quality of early childhood education.

That phase was launched in September 2022, and consisted of upgrading the mechanisms of nursery monitoring, developing curricula, creating awareness campaigns for parents, and human capacity-building.

The first phase targeted 413 nurseries located across eight governorates. Minister Qabbaj noted that Egypt had adopted a new vision on care provided to children during the first 1,000 days of their lives. That is in terms of health, nutrition, education, upbringing, and detection of disabilities and any kind of difficulties that would cripple their growth.

The two sides also discussed the possibility of establishing nurseries at households in order to accelerate the dissemination of such facilities, especially those serving children aged below five. Yet, measures must be taken to ensure the availability of the means of security and safety as well as qualified workers.

The Japanese side pointed out that such model was adopted at the beginning of the programme in Japan in order to make nurseries both available and affordable in new areas. Hence, it promised to offer technical assistance on that front as well as in the area of the automated monitoring of nurseries.

The two sides also shared the same emphasis on the role of games in education and assessing the capabilities of children.
