Local Development Ministry seeks to expand good development practices in all Upper Egyptian cities

CAIRO - 18 April 2022: The Local Development Ministry has outlined an integrated plan to expand good practices included in an Upper Egypt development program to be widely implemented in that region.


Local Development Minister Mahmoud Shaarawy, in a statement Monday, said that the program had, over four years, successfully implemented some 4,000 service projects in Upper Egypt.

Million of citizens in the cities of Sohag and Qena have benefited from new infrastructure services, Shaarawy added.

Work is underway to implement the biggest investment plan meant to upgrade the efficiency of industrial zones and support promising economic entities in the two Upper Egyptian cities, the minister noted.

He also pointed to efforts aimed at completing a sustainability plan to guarantee non-stop services and to maintain development levels in the two cities.

The sustainability plan also includes a 2030 integrated local development strategy for the Upper Egyptian cities of Sohag, Qena, Assiut and Minya. 

Upper Egypt governorates accounted for more than 20 percent of the number of completed projects in the transport sector during the period from 2018 - 2019 to 2020 - 2021, according to the Ministry of Planning and Economic Development.
 
This came in the ministry’s fourth issue of the follow-up report on program budgets and performance at the sectoral level, which covers the period from (2018 - 2019) to (2020 - 2021), reviews all development programs in various sectors, and links them to sustainable development goals.
 
It also referred to the  joint projects between more than one governorate and serving some governorates of Upper Egypt, which represent 14 percent of the total projects and 39 percent of the project cost.
 
The report indicated that Cairo leads the rest of the governorates in terms of project costs, followed by Qalyubia, Suez, Alexandria, Damietta, Qena, Aswan, Minya, Red Sea, and Dakahlia.
 
The issue reviews the basic features of the programs implemented by the Ministry of Transport and its subsidiaries, the detailed data of the financial appropriations directed to the implementation of these programs, the most important performance indicators at the level of the final outputs, as well as the strategic and developmental impact of each program separately, and the progress made in achieving the sustainable development goals.
 
 
The report indicated that the Ministry of Transport's programs contributed to accelerating the achievement of the relevant UN sustainable development goals, including the ninth goal on industry, innovation and infrastructure, goal 11 sustainable cities and local communities, and goal 13: taking urgent measures to combat climate change and its effects.
 
It referred to Egypt's position in the international competitiveness reports, and it advanced 17 positions in the "road quality" index, from 45th in 2018 to 28th in 2019.
 
In turn, Hala Al-Saeed, Minister of Planning and Economic Development, stressed that the transport sector occupies a special importance within the scope of the national projects adopted by the state to support the pillars of the country's infrastructure, as transport networks are the arteries of economic life, on which economic and social development plans and programs are built.
 
She said that through these networks, production centers and consumption markets are linked, and the sector occupies a fundamental importance in the national economy due to Egypt's distinguished geographical location in the middle of international transportation routes, adding that its proximity to major markets in Europe, Africa and the Middle East makes it a global hub for transportation, warehousing and logistics services.
